Step seven of the business analysis requires the creation of an implementation plan, in PM speak, this means an organisational transformation and change project.

Any organisational change project must rely on input from the organisation as a whole, valuing employee input to the change project generates change "buy-in" and increases the likelihood of success.
A change project does not always require a business analysis beforehand, simply understanding that your competitors are doing something different (and more successfully) is enough of a catalyst to recognise that things need to change. Too many failed projects? Product development taking too long? Creative differences increasing stress? All these questions can indicate a need for organisational change.
